Missing user menu and its settings

I’m using two monitors. The player always starts in fullscreen mode and I cannot toggle to windowed mode by backslash key () or mouse click. The app’s Windows properties are set to “Normal Window”. In the user menu the menu entry “Settings” is missing.

Therefore I cannot move the player’s window to the other monitor.

I think this is a bug of the last update of 2018-09-20.

Any help or hints?
