Mobile Download-Sync is maxing 40Mbps or less

Server Version#: 1.41.2.9200
Player Version#: 10.23.0.1627
Server: 8 CPU 48GB RAM desktop Intel(R) Core™ i7-9700K with an nVidia 1080ti

For months, and many versions, the download sync has been incredibly slow. I’m on WiFi 7 in house and getting 40Mbps or less on non-transcoded direct downloads.

The server can transcode anything I’d do that for faster than the download goes and I watch this struggle to download anything quickly. I’m downloading to a Pixel tablet in this case, but tested on phones in/outside the house.

My speedtest results
Download Mbps 859.00
Upload Mbps 343.26

I set my server to a ~315Mbps cap, I can’t find any way to understand if my device believes it’s on the same LAN or not but whether it is or not, it should not be capping at 40Mbps.

I have wiped my tablet, I’ve done what I can to look through various settings both on the server and tablet. I have on the tablet.
Network discovery: Checked
Allow insecure connections : On same network
Player:H264 Max Level: 5.2(Recommended)

Notice - not transcoding

Downloads:Video Quality: Original
Downloads:Audio Quality: Original

Server:
Remote Access: Limit remote stream bitrate: Original
Internet Upload speed: 315Mbps (I’ve tried with 0, 100/200/300/315)
These aren’t transcoding problems, this is just for the DL but
Transcoder:Quality: Automatic
Background transcoding x264 preset Very fast
Maximum simultaneous video transcode: Unlimited
Use hardware-accelerated video encoding: Checked

Network: Secure connections Preferred
Strict TLS Config: Unchecked
Enable local network discovery: Checked
Remote streams allowed per user: Unlimited (tried with this having a limit of 5)
LAN Networks: 10.10.1.0/24 (correct) (tried without this as well)
Treat WAN IP as LAN Bandwidth: Checked (tried unchecked as well)

When testing different configurations I will close/stop the Plex Android app then restart to look for changes.

This used to be fast year(s) ago, esp. on LAN.

On the tablet itself it gets over 500Mbps down on speedtest and ~300Mbps up.

It really seems like something in Plex changed on the content sync/download to devices and it’s a huge crux.

~12GB shouldn’t be a 45+ min process.

In my plex Console I don’t see any errors (or anything for that matter) being listed, though happy to provide logs.

This is downloading to internal storage, no SD cards or anything.

Plex does seem to notice it’s local traffic, which makes it more perplexing.

Speedtest from the server itself
Server: Comcast - Denver, CO (id: 10051)
ISP: Comcast Cable
Idle Latency: 13.32 ms (jitter: 2.34ms, low: 11.22ms, high: 18.01ms)
Download: 854.89 Mbps (data used: 704.0 MB)
24.36 ms (jitter: 31.43ms, low: 7.52ms, high: 370.82ms)
Upload: 357.57 Mbps (data used: 338.0 MB)
15.29 ms (jitter: 1.37ms, low: 10.75ms, high: 47.78ms)

I replaced the CAT6 cable, just in case… No diff.

I notice remote streams are doing fine using bandwidth. Only Downloads are slow as heck.
