Moved Plex Metadata Location and Libaries are not accessible and Metadata is not shown

I write this now as a depressed person, for several reasons. First my issue, according to Plex Forum, has been around for many years and Plex has refused to correct it. Second, I finally cut the cable cord today and ended my cable service, and because my C drive was near full, I tried to move Plex metadata folder to a new location Plex, and Plex is unusable. Third why has Plex refused to correct this issue? Forth, I spent many hours trying to resolve this issue based on Plex Forum posts. About 2 years ago or so I had to move my Plex server to a new computer and it was a nightmare, it was a similar issue. The Plex guide said to zip the Plex metadata server files. After several hours I stopped the zip and used Second Copy to copy files from one computer to another, who was crazy enough to suggest zipping such large and numerous files? I was not able to see my Plex Library settings etc. And it was a nightmare to fix. Again, I am really depressed that Plex refuses to correct this issue. Moving to a new drive or a new computer should not be a problem, should not create hours and hours, or days, of frustration. I am a lifetime member; I would appreciate some support.
I searched for my problem and carried out instructions from the several posts I found. I modified the registry value, stopped the Plex Update Service, and Started the Plex Update Service. I did it several times after changing “The path where local application data is stored”. I did a repair install of Plex, still same problem.

The registry entries I was instructed to check and modify, after changing “The path where local application data is stored” if needed, are the following 2.:
Computer\HKEY_CURRENT_USER\Software\Plex, Inc.\Plex Media ServerComputer\HKEY_USERS.DEFAULT\Software\Plex, Inc.\Plex Media
The only one I needed to change was
ServerComputer\HKEY_USERS.DEFAULT\Software\Plex, Inc.\Plex Media
And obviously it did not work and I still cannot see any of my Plex library.

I did several registry searches for “LocalAppDataPath” and consistently found the following entries after a “The path where local application data is stored” was changed.
Computer\HKEY_CURRENT_USER\Software\Plex, Inc.\Plex Media ServerComputer\HKEY_USERS.DEFAULT\Software\Plex, Inc.\Plex Media
ServerComputer\HKEY_USERS\S-1-5-18\Software\Plex, Inc.\Plex Media ServerComputer\HKEY_USERS\S-1-5-21-849440198-979663248-339638567-1001\Software\Plex, Inc.\Plex Media Server

Now the following 2 entries are the 2 I was instructed to check in Forum entries:
Computer\HKEY_CURRENT_USER\Software\Plex, Inc.\Plex Media ServerComputer\HKEY_USERS.DEFAULT\Software\Plex, Inc.\Plex Media

And so the following 2 registry entries are a mystery:
ServerComputer\HKEY_USERS\S-1-5-18\Software\Plex, Inc.\Plex Media ServerComputer\HKEY_USERS\S-1-5-21-849440198-979663248-339638567-1001\Software\Plex, Inc.\Plex Media Server
These 2 entries are a mystery to me, since I never set up users with anything approaching to these 2. In particular are the Users references – since S-1-5-18 and S-1-5-21-849440198-979663248-339638567-1001 are not among my Users, which are the following listed under Users in Windows 10 on my C drive:
Users
All Users
Default
Default User
Default.migrated
KMS-6770K
Public

So I Suspect that 1 or 2 of the following registry entries may be my problem:
ServerComputer\HKEY_USERS\S-1-5-18\Software\Plex, Inc.\Plex Media ServerComputer\HKEY_USERS\S-1-5-21-849440198-979663248-339638567-1001\Software\Plex, Inc.\Plex Media Server

Obviously this one was not complete, but gives you a general idea of the User location:

I have no idea what these 2 Users are about, I never knowingly created them and was never aware of them. And so, I believe, that these Users may be the problem and tech support needs to check these out.
