Movies get metadata without an issue, tv shows do not.

Why aren’t you asking your ISP if and why they did it?
I cannot help you with anything VPN, because I have no experience with it. It might would also severely affect the remote access feature of Plex server.

I’m having the same problem but I checked another family members server in a different location on a small town ISP and it gets metadata from theTVDB just fine so now I wonder if it is ISP related or something wrong / corrupted the metadata scanner function dealing with theTVDB

Is there a way i an clear the cache or check this theory if not ISP which says it doesn’t block any websites…

I have a VPN but have checked all network options including diectly to modem and a dns flush…

I have called my ISP and waiting to hear back, the issue had to be escalated apparently. I’ll update what is done when I hear back from them.

I have called my ISP and they responded with “through our test we were unable to find an issue on our end and determine that it is something to do with the server”

I believe that is a load of **** since I could connect through a separate tethered mobile connection on the same exact IP I wasn’t able to connect to through my ISP…

Not sure what to do at this point, is there another media agent I could force plex to use to get TV metadata??

The issue observed from logs provided here where having TheMovieDb agent as secondary for primary TheTVDB agent for TV shows was not working, has now been addressed in Plex Media Server version 1.13.4.5251 which has just been released as beta.
