I followed the directions and copied all my old files over to a new server. I also exported the registry entry. When I started up the new server, I’m not seeing any content nor do I see my libraries in the settings. On my old server I had moved the PMS folder to another drive with more space. I checked the registry and that file path is still valid on the new machine. I made sure to keep all the mapped drives and secondary drive letters the same. Not sure where I went wrong here.
Did you copy this then, instead of the default location of the Plex data folder?
Did you copy it while Plex server was still running (i.e. the task tray icon of Plex was still there)?
If you did, then the plex database file is most likely damaged. It cannot be copied successfully while Plex server is still running.

Yes. The first time I copied the AppData folder but then once I realized what happened I copied the correct (updated) folder.
Yes, all 3 times I copied the files I had PMS stopped.
