Multiple copies of media, will Plex select least busy drive

Hello,
I have media on multiple drives, and I have a direct clone of one hard drive of media as a backup that’s also added to Plex. If a user is playing a video file from one hard drive, will Plex automatically select the other hard drive to play another video file for another user? Or does it just use the first it finds?

Playing two large video files from a spinning hard drive causes a lot of head movement as the drive struggles to keep up, so if Plex automatically checked and played on the least active hard drive it would be great.
