I can see all videos on my desktop, but (as an example) Abbott & Costello has 31 files listed on the desktop. However, only 9 show up on my tv.

e.g. are you seeing the files within the Plex desktop / web apps on your desktop or simply using the Windows file Explorer?
What kind of tv app is this about?
Are both the desktop apps (and server) as well as the TV signed into the same Plex account?
How are the files named? I had once acquired an A&C collection, and the files were named with numbers at the beginning of the filenames to indicate the release order. This allowed them to semi-work as a TV show in a TV library, but might cause issues in a Movies library.
What kind of library is it that is looking for your files on the desktop?
