Your certificate is up to date and not expired.
From where did you draw the conclusion that it is expired?
When I press open plex from the icon in the taskbar it gives an error that it can’t provide secure connection and chrome says the certificate is expired.
This is normal. The local web app is loaded via the localhost IP address. But the security certificate is meant to be used with a domain name. It is therefore not valid for the IP.
You are not supposed to use the local web app anyway, except for initial setup of the server (and maybe as a fallback in case of an Internet outage).
Put a bookmark to the hosted web app on your desktop or your browser.
