New PC install, Plex server no claim visible

Situation:
Made a clean Windows 11 from 10. Tried to claim the old server but had no option. Followed some plex guides and somehow managed to create by accident a new server with the same name.

I can see on Authorized Devices the old server. On local, 127.0.0.1:32400/web, I can see the empty libraries but not primary server.

On app.plex.tv I can see 2 servers, same name servers under options, but the primary one has an exclamation mark with " Verify you have a network connection and that the server is online, or see our troubleshooting tips for further assistance."

I have a backup of plex files as well as original AppData\Local\Plex.

What does “clean” mean in this context?

A regular Windows upgrade would preserve both the Plex data folder and the registry branch of the Plex server.
Both are needed. The former is storing your library and all the metadata, the latter is mainly storing the “identity” of your server.

If your Windows upgrade procedure caused both to get cleansed, then there is no way to get your libraries and your server’s identity back.
You will have to work as if setting up a new server.

New install, not in place upgrade.

Plex is installed on a separate drive. There is a Plex data folder backup ( %LOCALAPPDATA%\Plex Media Server).

So identify (the registry entries) are lost, hence not possible?

There was a moment that I saw the server on first load but wasn’t able to claim it with some other error.

You won’t be able to use the old server’s identity, so you need to create a new one. This then means, you will have to tell each and every Plex client to use the new server:

Excellent. I recommend setting up the new server instance first.
Claim it into your plex.tv account: New Claiming Requirement for Windows
and set up one test library which you can point to a very small collection of video files. This is just to test principal function and transcoder working etc.

Once you have confirmed that everthing is working, you can either

If the backup of the plex data folder has been made while the server was still running, the primary database file is quite likely damaged. Restore one of the internal backups of this database file: https://support.plex.tv/articles/202485658-restore-a-database-backed-up-via-scheduled-tasks/

As I made registry backup preparations I found an old one made in 2022.

Restored this and waited for the plex startup maintenance tasks to complete. And boom! It was there again.
