Plex Media Server unavailable

Server Version#: 1.13.6.5339
Player Version#: various (Chrome 3.71.2, Plex for Tivo 3.13.13, et al)

The server was last used +/- a week ago. When I attempted to watch content from it 2 days ago, the app reported the server was unavailable.

I shut down the computer hosting the server and brought it back up. After signing into the Plex web app (app.plex.tv), I found that the server was still unavailable but that a new server (on the same physical Windows computer) had appeared with the default ‘friendly name’. The following message was presented when I selected the “new” server :

This server is unclaimed and not secure
Claiming this server will associate it with your Plex account.
This helps your devices find each other and helps keep your media safe.

This new instance of course has none of my configuration or media and so I would really like to restore the original server. Any help is appreciated.

I see the original server listed in Authorized Devices:

I have regular backups…are there files I can restore to recover the original server identity?

Do you use more than one Windows user accounts on this computer?
If you do, log out from your current user account.
Log into the account that was used to install and set up the Plex Server software.
After a few minutes, try to access the Plex server from your clients.

Yes I have 2 accounts. Logging into the other account has restored access to my original server from either account and remote devices.
