No longer able to access plex media server, port 32400 blocked?

I’m a Mac/ Apple TV user and run Plex Media Server on a Synology NAS which has been working fine for the past year. Recently downgraded my Spectrum internet service from cable/internet/phone service to internet only and got a antenna/HDhomerun digital tuner and Plex Pass to record live TV. Everything was working fine for a few days and I was able to watch recorded shows on my Apple TV. Then I couldn’t access the Plex Media Server on my NAS anymore.
I noticed that I had somehow downloaded Plex Media Server on my Mac when I signed up for Plex Pass and thought maybe that was conflicting. I deleted Plex Media Server on my Mac and tried deleting and reinstalling Plex media Server on my NAS.
But now I can’t even install Plex Media Server to the NAS and get a port 32400 blocked error:

“Port 32400 configured for this package is either used by another service or reserved for system use. Please disable or modify the conflicting service, or contact the developer to modify the package configuration.”

How do I figure out what is conflicting with this port? Did Spectrum block that port when I downgraded to internet only? Is the Plex Media Server that I downloaded to my Mac causing a conflict even though its been deleted?
I don’t know what else to try. I tried resetting the cable modem/gateway to factory settings but didn’t help. Is there a way to find out if the port is blocked or what is using the port?
