I’ve had the same issue for many months. I can’t say for certain when it began, as it’s not been that important to me. But, it happened after a prior update. I’m using the same computer hardware and the same Windows version.
Current Plex Media Server Version: 1.30.2.6563
Sometimes, as a workaround, when downloading videos from YouTube, I’ll use YouTube’s thumbnail image and manually add it to the video in Plex. But, that gets to be time-consuming, when I have a bunch of videos.
Luckily, none of my old videos (prior to whatever Plex Media Server update seems to have stopped creating the thumbnails) were affected. And, when scanning libraries containing those old videos, the previously-created thumbnails are not removed.
I just updated from 1.30.2.6563 to 1.31.0.6654 and the issue persists.
I just updated from 1.31.0.6654 to 1.31.1.6733 and the issue persists.
I just updated from 1.31.1.6733 to 1.31.1.6782 and the issue persists.
I just updated from 1.31.1.6782 to 1.31.2.6810 and the issue persists.
I just updated from 1.31.2.6810 to 1.31.3.6868 and the issue persists.
