No Web UI, after server restart

Server Version#: 1.21.1.3830-6c22540d5

Plex starts when my PC does and works fine, but after some DVR recordings fail (an entire other topic), I attempt to restart the server by closing it in the icon tray. After doing this, I attempt to start Plex again. Plex shows in the icon tray but in the browser it refuses to load anything.
