After posting the above, I noticed the tiny blue dot and shape in the bottom right corner, and realized that this was a barely visible window element that wasn’t scaling itself usefully w.r.t. desktop resolution.
I managed to click the element, and the player appeared to check for updates then load properly, and now loads correctly the first time.
If this was some kind of update prompt, there are two evident bugs:
The display issue. I couldn’t see anything or resize this to make it visible. I’m at 3840x2160 with Windows scaling set to 225%.
Appears regardless of actual update status.
When this came up today, my first remediation attempt was to manually update to the latest version of the player. At that point it should have been smart enough to not appear again, but it appeared anyway until I managed to hit whatever button I hit in the bottom right corner of above.
Exact same issue. (Win 10 Pro (18362.295) - Xeon E5-2630 V3 @ 2.4 - 32 Gb - streamed from unRAID server)
Also, noticed image stuttering when moving mouse across media being played.
Reviewed GPU usage while Plex Player running, up almost 75%!
Triple checked and this is accurate.
(I have (three) dedicated GeForce GTX 970’s running)
Noticed a few other minor things, but these are the most prominent.

Also have the same issue with this tiny window opening, cannot launch the plex for windows at all - using 4k display with 200% scaling. Changing resolution to 1920 x 1080 increases the size of this window but the app still does not launch
Confirming the same issue in Windows 10 in 4K and windows scaling 300% and environment variable PLEX_SCALE_FACTOR=3.0

Thanks. This helped me. After clicking the tiny blue dot in the tiny non-scalable windows, the installation procedure started and completed.
After that the Plex app then opened, but off screen. I have two monitors, but the app was opening off both screens. I had to drag any other window to the edge of the screen to enable split-screen mode, then select Plex as the second window. All good now. I am not experiencing the high GPU usage or stuttering when moving the mouse across the media (GeForce GTX 1080 Ti)
Is anyone from Plex even reading this thread? I like the new App, but please don’t drop support for the Metro based app until you get some of these things worked out.
I’m also experiencing the tiny window popping up when I open the plex desktop app. I also have the UI scaled up to 200%, so I guess that’s what causing this. My app is up-to-date, though (the Aug. 27 version).
Message received, that’s pretty darn broken. I believe that is the installer window that is incorrectly sized. I’m not sure precisely what this could be. Do you all see the same fubar when updating from 1.2 to 1.3? See: Plex for Mac and Windows
Yes, it’s the installer window and I saw it during the upgrade from 1.2 to 1.3. For me, it’s related to the use of the PLEX_SCALE_FACTOR environment variable. Once I deleted the value, the installer window was correctly sized and I could choose to install the update. The problem is that without the scale factor variable, the Plex window and its contents are too small. I use 125% scaling in Windows. There still seems to be something amiss with high DPI scaling in Plex.
In another thread, I discovered that PLEX_SCALE_FACTOR is no longer needed. The latest Plex for Windows app will now correctly use system scaling, so you can delete PLEX_SCALE_FACTOR from your environment variables.
