Unbelievably frustrating and disappointing. Switched from trying to plex sync to android due to unreliability / inconsistency, and now using the Windows app. As of the past ~2 versions of plex server, I am encountering the “Expecfted X-Plex-Sync version: 2” error as well. Really getting disappointed in Plex and their total lack of paying customer support (plex pass lifetime).
I have synced quite a bit with the Windows plex app on my microsoft surface, havent had any sync issues, theres 3 movies and 40 episodes or so on their atm
FYI, I wasn’t experiencing this until the last week or two but was able to (at least temporarily) work around the problem by uninstalling and reinstalling the app on my SP4.
Again, like others, deleting all synced content, then uninstalling and reinstalling the app seems to have fixed the issue!

Didn’t work for me (Surface Pro 2017) - just deleted all sync media, deleted folder, uninstalled, cleared folders / cache, uninstall app then start again. Tried (unsuccessfully) to sync 1 TV show to SSD but fail.
The web version allows local download of media files, but not syncing. Plex Media Player doesn’t support syncing, and in its current form, direct download also seems broken.
