Your Windows server is not running in Private Address Space.
(And recommend to do so)
As such, you should try and claim it directly on the box itself, and browse to http://127.0.0.1
As an alternative, download and run this on the box:
When entering IP Address, use 127.0.0.1

That is most likely set to hand out DHCP IP Addresses.
So switch the IP Net to private address space

Fixed by hardly uninstalling plex via Revo Uninstaller Pro with all registry keys and cache and reinstalling it
