I had to reset my PC that has my Plex server on it, which is not unusual for me to do.

Without a backup, that is very risky to do.

You should at least perform a repair installation of Plex Server.
Followed by a re-claiming. You need to reclaim your server, but don't dare to touch the Windows Registry
