nVidia Shield Pro 2019 Pre-Roll Video Delay

I have an issue with pre-roll videos that is exclusive to my nVidia Shield Pro 2019 (not the tube). The video will attempt to play without prebuffering. The video sticks while the audio plays in the background and eventually the video starts playing. Video keeps playing past the audio. This issue occurs for both <=1080p and 4k content (each is separated in their own library).

I also own a Roku Premier+ 2017 where the pre-roll feature works flawlessly. The video prebuffers and there is no delay in the video.

I’ve tried transcoding all video files to H264 using AAC audio with lowest video quality settings to keep the file as small as possible. I’ve tried multiple video files with the same issues. I’ve tried both MKV and MP4 containers.

At first I thought it was due to having the file located on my NAS (even though that has never affected my other video collections). I copied a video file to its own directory on the Linux server (running off a M.2 SSD). Gave plex:plex ownership of the file. Nothing different.
