If you are referring to using the NVIDIA Shield Plex Media Server, you should have access to install channels from the Channel Directory through the Plex Web app (browser interface) like any other Plex Media Server interface. See Adding, Removing, and Updating a Channel
As to where the plug-ins folder is located on the NVIDIA Shield Plex Media Server for manual installation of plugin bundles, you would need to refer to the Plex Media Server on NVIDIA Shield section of the forum.
Also understand that since Plex channels access existing online content that may be in a variety of formats and no player/device supports every format that may be available on the Internet, you should always enable transcoding and have a system that can handle transcoding when using Plex channels.
