Official C# API Support?

Is there any official C# API information anywhere?

 

The Windows Store app ships the following Plex DLLs:

 

PlexComponent

PlexCore

PlexFoundation

PlexNet

 

I would like to know if they are available for re-use and if so where I can get official information for them from.
