Old PC with Nvidia Quadro FX 380 LP capable of GPU HW transcoding?

I have an old PC being used for Plex server, installed the latest Windows 10 64bit. However when doing transcoding, it seems only utilizing CPU power not the GPU power. The graphics card model is Nvidia Quadro FX 380 LP which is a very old model. I have installed the latest Nvidia driver.

How to use the GPU for hw transcoding? Is it just a config issue or because the card is too old and doesn’t have the supported driver?

Too old, doesn’t have any video decoder/encoder built in.
