I’m new to this so please keep it simple. I would like to have a movie in two or three libraries e.g. Foreign Language; Bafta winner; Director.
is this possible and do I have to copy the movie each time to put into the library . Also does it take up 3 x the storage?

You could use hard links from the original file to the different library folders (1 physical file, many „appearances“).
Personally I wonder if/why you need them in different libraries in the first place? Those categories seem easier to cover in a collection or playlist. IIRC there even some scripts that’ll automatically assign award winners to their own playlists/collections (though I’m still handling that by assigning award-category based labels which I will then filter into a smart collection)
