When I use my browser (Chrome) as a viewer I see and can configure ’ Online Media Sources’.
‘Online Media Sources’
Is not in Server and Windows app.
But it is in my Chrome browser on Windows and the Android app.
Is that by design or my stupidity? 
Open the web app when signed in to your Plex account
That’s exactly what I did, and it does show up when viewing with the Android app and in my Chrome browser on Windows.
But it does not show on in Plex server and the Plex app (both Windows)
Below what I see in Plex Server for Windows.

There are two web apps. The local one is too old. You need to use the hosted one: app.plex.tv
