Ha! @ChuckPa figured it out!

There’s an attribute that’s missing in the [open]SuSE repository configuration.

autorefresh=1

This allows zypper to refresh on a more frequent basis. Observationally, without it, it’ll take up to a month for zypper to finally come to it’s senses, or you’ll run a ‘zypper refresh -f’ to force the update. With the autorefresh value set, it’ll see the change as soon as it’s published.

I see that the RPM publishes both the yum/dnf format repo file, as well az the zypper location. The file for the zypper location, IMO, should have this value added.
