The last free version of mcebuddy is 2.3.13 and is available at https://mcebuddy2x.codeplex.com/releases/view/105099. CodePlex was supposed to shut down in December 2017 but is still available, don’t know where the last free version will be hosted after CodePlex actually shuts down. There is a reddit post written by another Plex user on using mcebuddy, part 1 and 2 deal with running mcebuddy to monitor folders, parts 3 and 4 cover using mcebuddy as part of a post processing job executed by Plex after a recording finishes. Mcebuddy also has a getting started guide on their site that cayars pointed you to, and a link to a youtube video on getting started.
