A Plex Pass is required to use hardware accelerated streaming. Without a Plex Pass the rest of the discussion is moot.

With an Intel CPU with QuickSync, you can always add a graphics card later.

If you do use hardware accelerated streaming, then you don’t necessarily need an i9 level CPU, since Quick Sync will be transcoding the video.
