So, I’ve searched the forums back to 4 years ago and there is NOTHING from Plex about ‘Parental Controls’. There has been plenty of suggestions about I know a majority of users could use this.
Through all the threads over the past 4 years about this I have not ready a thing from Plex about it. I asked a few of my Computer Science and IT colleagues and they said it’s not that difficult to add this feature. So, the balls in your court Plex.

Ratings
Select which content ratings from movie or TV Libraries you wish to share. For instance, if you choose G, PG as the restriction, then only content that is rated either G or PG will be shared (aside from content you may share via Label; see below).

The drop-down will auto-populate with ratings from the movie Libraries you chose to share as well as a default set of “US” ratings.

Additionally you can see in this thread that Parental Controls have been implemented

Thanks for the heads up! I completely missed this. I see how this works with ‘sharing’, which I don’t do because my Plex is for me and my family only.
How does this work for kids that have access to Plex from inside the home?

So you and everyone in the family share your login?
If so there is not way to restrict their access.

You need to create separate accounts for everyone and then share libraries with their accounts?
