A standard Plex friend has to pay for the app, because they are not part of your Plex Home. If they become part of your Plex Home (you can only belong to one Plex Home, so if they have their own they can’t join yours) then they can use the app for free, but I am not familiar with getting that working and don’t know exactly what they and you have to do.
Check the FAQ pages for the benefits of having a Plex Home.
Just bare in mind. The words use the app for free.
A better statement would be lease the app for free.
If they leave your PlexHomethen they will have to pay the one-time fee for the app.

Yes, friends who already have a plex account(free) may purchase the plex app for their android(TV or phone… one time purchase for all of their androids), login to your shared server and stream.
