I would like to have a system wide setting that prevents multiple playback of movies or a season of a TV show. This would equate to someone borrowing a dvd or TV season in which only that person can view it. Or, is this possible through user development such as external scripting or plugin?

What’s the use case here? Why do you care if more than one friend is watching the same item at the same time?
This constraint would bring the server a little closer to licensing compliance for users who choose it, or care.
Which licensing are you referring to?
I guess it would be implied, I have the physical media I can play or loan, but it can only be played in one place at one time. Having re-encrypted all my media, and using Plex, the only missing piece would be to prohibit what used to be that physical media from playing more than once at a time.
Might make it even more accepting when the system basically enforces what the physical media intended to do.
