Playboack was terminated by the server. Conversion failed. The transcoder failed to start up

I have used Plex for years on my server as well as stream to other devices. NOW all of a sudden after the latest upgrade, NOTHING plays on ANY device. The error I get is; PLAYBACK WAS TERMINATED BY THE SERVER. CONVERSION FAILED. THE TRANSCODER FAILED TO START UP. Now I have played ALL my movies with microsoft movie player without issue.

Right now Plex is dead and if I cant fix it, then its useless. Can I get some help and what would you need from me?

I am running all thru my web browser on various platforms, mostly Windows 10. The Plex version I am using is; 1.13.2.5154Plex Media Server Logs_2018-07-09_09-32-05.zip (1.9 MB)

I started having the same issue yesterday,

I deleted the RSA crypto folder then rebooted and run plex.
