I have a server (without plex feature) storing the bulk of my content. I have a linux-based webhosting server where i can install web based applications if need be.
Am I able to watch my content entirely from the cloud without separately downloading the content into my local PC.
Are there no possible solutions?

Is this server in your home network or is it already ‘in the cloud’?
If it is in your home network, why not installing Plex server onto it?

Plex is not a simple ‘web app’ but a full blown application. Without permission to install it onto your VPS, you won’t be able to host your own server.
Plex is currently testing a Plex Server ‘in the Cloud’. Called ‘Plex Cloud’. This requires all your content to be stored in the cloud as well.

@OttoKerner : Thank you for your reply. The server i mentioned about is currently in the cloud. My motive of this question is so that i don’t to have to download my content from the cloud to my local PC every time i want to watch it.
If you have a server rented in a hosting center, you can install Plex on it.
(This is usually not an option on regular ‘web hosting’ offers. The kind of product you need is usually called ‘Virtual Private Server’ or ‘Seedbox’)
If your cloud storage happens to be ‘Google Drive’ or ‘Dropbox’, you could get a Plex Pass and try out Plex Cloud, though.

Do let me clarify. you are saying unless I have a seedbox (with Plex) or a VPS (with Plex) there is no way I am able to point Plex (whether from my local PC or the Plex web app) and directly stream any of my existing content from the cloud (seedbox without plex installed). Alternatively, I can get a Plex Pass to stream off cloud services such as “Google Drive”
Does that sum it up?

You can do that if you find a way to reliably ‘mount’ the cloud storage, so it appears as a local drive to the computer where Plex Server is installed.
There are people in these forum which have done just that.
But personally I find it a bit weird. Plus the normal version of Plex Server assumes media storage is local, which may have some implications for your download quota, if your ISP has such a thing.
And if you are using remote access to your plex server, the data will travel
cloud storage - > local plex sever → remote client
so they have to pass in and out of your home network.
