Plex 4k with old computer streaming

Player Version#: oculus go
my computer = Intel Core i5-4690K Processor
card = gforce gtx 780 ti

i want to know
if my computer can’t play a file 4k without lag shattering
i will no be able to stream to oculus go without lag or shattering right ?
or plex server is able to stream from a pc that cant plays the file correctly?
