Plex app works on phone but not my browser?

So I am having an issue. I can log into Plex on all devices at my house. When I am out of town I can watch my Plex via app on my iPhone. When I log into the web browser or someone else’s tv the server is unavailable. Any idea what is the problem?

The “mobile” apps contain a workaround, but the affected apps do not.
