Plex beffering issue when used remotely

Server Version#: 4.22.3 (1.19.1.2645)
Player Version#: Plex for Samsung 4.25.2 (Tizen 4.0)

Hi all,
I’m having an issue that I try to resolve for a long time now. of course I spent hours on reading and trying to resolve this issue with no success.

The issue is that every Plex client (on TV/Mac/PC etc.) experience buffering when watching outside my local network. everything is being transcoded - even though in my opinion some of them really shouldn’t transcode since my upload is good enough for them.

Subtitles has been disabled completely, which improve it a bit, but it still buffering on all movies. sometimes buffering and never start the movie

some details about my network
Server: WD MyCloud PR2100
Network: VirginMedia Hub3.0 connected with 1Gbps CAT6 to WD NAS
Bandwidth: Download 100Mbps / Upload 10Mbpls - however I’ve tested it with bandwidth package of Download 350Mbps / Upload 35Mbps for one month.

When my Plex served for remote (1 only) user, there is no other network activities at both the server or client side except Plex itself.

I’ve been capturing with tcpdump - seeing no issues on my network side at all.
I’ve also checked for CRC errors or any kind of drops - but everything looks good
I also ran a 10 hours test between the remote client to my PMS and the results:
Download from the client side towards the PMS: min 9Mbps / max 11Mbps
Latency of 50-100ms
drops: 0%
Although it was a TCP test, I still think it clarify that the network between the client and server is quite good and shouldn’t cause the issue.

When I watch Films locally, I get buffering (and transcoding) only if PGS subtitles is on or when the film is heavy such as HEVC 2160P (+50GB file)

I’m aware that lot of people experience this and some people manage to resolve this.
I keen to hear some ideas of troubleshoot or any advice that will help me to finally resolve this issue.

Almost all my films works well with Kodi, but I do like Plex(!)
Going premium will resolve this? then I will do it! just want to resolve this finally.
I believe that solid +10Mbps upload should be good enough for 720p or even for some 1080p films without buffering issue or transcoding to 2Mbps (or less)
