Plex buffering on single transcoding stream despite sufficient CPU power

Hi - I’m running the current Plex Server on Windows 10 Pro . I usually stream on my LAN so I run at original resolution and don’t have to transcode. However, I discovered recently that even a single transcode instance leads to buffering - even over my own LAN.

CPU is an AMD FX-8350 4 Ghz, 8 core with CPU Mark score of about 6000. It shouldn’t be having problems transcoding a single stream at 1080p. I do have other things running on the same system, but they’re all set to run at background priority, so they shouldn’t be competing with Plex.

Any thoughts on what else might be the issue?
