I stayed in a hotel which was hundreds of miles from home with free WiFi, and Remote Access was impossible. Also, I can’t listen to Plexamp in the car when I’m driving there because the laptop is sleeping in my bag. Is there a workaround to this?
Hotel WIFIs have a tendency to be quite restrictive. They can e.g. block certain ports Plex requires.
In my 1st year with Plex I ended up in a holiday home that had that kind of “guest network”… I had double and triple checked remote access is working properly on my server just not to get it to work while I was on that holiday home’s WIFI.
There’s little you can do about that.
As for not being able play music in Plexamp while your laptop is sleeping…
I suppose your Plex Media Server is located on that laptop? In that case you’ll be pretty much out of luck unless you downloaded some content to the Plexamp client beforehand.
Plex cannot stream from a server that’s not online.

Are you asking how much data you’ll need (from your data plan) to stream a video?
On your phone’s Plex client you can limit the avg. bitrate for video streaming (for mobile as well as for remote scenarios where you’re e.g. within a WIFI).
If you set the mobile streaming quality to 2 Mbps, 720p HD you’ll get a 720p video that plays at 2 Megabit (million bits) per second. So a 90min movie will require approx. 1.35 GB (2 Mbit/s / 8bit/byte * 60sec/min * 90min).
The quality settings in Plex on your mobile device will actually give you a good indication for the different available options:
In that case… just download a number of artists/albums/playlists or radio stations / custom mixes to the Plexamp on your phone before going on the trip.
