Plex DVR fails immediately at start of recording

I’m running plex media server on a desktop windows 10.
Plex version 1.18.0.1913
Windows 10 - Latest version as of Oct 11 2019 with all updates applied

I converted from Windows 7 to Windows 10, reinstalled Plex media server with DVR function (I am a lifetime member)

When the tv show starts to record, it immediately fails. It creates folders on my hard drive and the shows are file length of zero. I cannot find error messages anywhere

Using HDHomerun for tuner. When I restored my system to Windows 7, Plex dvr worked just fine so it’s not the tuner.
I have tried both using transcoder and not - makes no difference.
