When downloading on Windows, Plex seems to ‘give up’ if it loses internet and needs to restart when the connection is restored. Obviously this is quite suboptimal and annoying.
I’m running into this issue, too! SOOOOO ANNOYING! I am trying to download an 11 GB video over the internet from my home network (only 5 Mbps upload), and I’ve had to restart my computer multiple times before it could finish. It’s now trying for a 4th or 5th time, and is 10% done. 
The app will try to resume if possible, but there are some situations where it is not possible to resume a download.
@MovieFan.Plex Standard download, lose internet, can’t resume. What ‘situation’ should be possible? Happy to test.
This is unacceptable. Resume downloading was solved in the 90s.
