Plex HTPC Preroll Refresh Switching to 30hz not 24hz

Plex HTPC on Windows 10, with Refresh Rate switching enabled, will choose 30hz for the refresh rate instead of 24hz during the Preroll.

I have tested the Preroll at 23.976, and 24 FPS and the result is still the same. Video files and movies at 24 FPS switch just fine to 24hz after the Preroll plays.

This is annoying as I do not want a refresh loading section between the preroll and the Movie. Is there any setting that can be changed to fix this?
