So I’ve got a Pi3 with plex server running on it. I’ve got all my libraries added (attached hard drive with all my files). My car has a tv in it which I’m trying to play it though. Everything is good to go, except when I plug it into my car which doesn’t have wi-fi. So when the Pi has no wifi, it says plex is unavailable. I am really just trying to use Plex for the GUI instead of having to click on the folders to play the files. It’s much more user friendly for the kids. Is it possible for me to accomplish what I’m trying to do without internet connection?

Yes, you can use Plex without internet. I use one on batteries when camping and the kids love it.
I’m not sure where you are having problems. You need Plex Media Server setup one the Pi, and then configure the Pi as a Wirelss Access Point so whatever devices you are using can connect via WiFi to the Pi / Plex Server.
