I am currently a plex pass member(not sure if this makes a difference).
I have a travel trailer and would like to add lex to a raspberry pi 3(i will figure that part out somehow) and have an external drive with my movies.
Will I be able to use plex on my device with no network access in the trailer when camping in the boonies?

I’ve never tried running Plex on a Pi but as for no network access, you should be fine. I have PMS installed and running on a Western Digital My Passport Wireless Pro and can use it to watch movies on my Nexus 9 tablet which connects to the WD drive’s built-in Wi-Fi network. The WD has no access to the internet at that point, it’s just providing a hotspot for the client to connect to it.
You will want to set up the Pi while you have Internet access and then once your libraries are all setup and you’ve got all your metadata squared away, you should be able to go offline and play local content.
