According to your screenshot, it’s streaming at 1 Mbps… so below your remote stream limit (2 Mbps).

From what I understand, the restriction is not so much driven by the resolution but the bitrate. Only if your video exceed the bitrate limit, Plex will transcode your file, aiming at the given resolution/bitrate specified in your restriction.
but the video is 4230kb/s
and it only happened today and with only this episode
i asked them to switch to another episode which has the same bitrate
and plex transcode it to 480p

no both files have the same bitrate 4230 kb/s
but on one of them plex is ignoring the 480p limit when remote stream as seen in the screenshot
Can you share the details of that file(s) from ⋮ > Get Info → View XML? – I’m particularly interested in the <Media>...</Media> section and the requiredBandwidth attributes (given your screenshot says the file has an average bitrate of 1 Mbps…
