Can't Download or Stream Content > 2000 bit

Here is the setup.

Remote side:
PMS w/ transcoding turned off
My IP is listed as local LAN
No remote upload limits listed

Local Side 1:
FireTV 4k
4k TV
Remote play settings all set to max (don’t transcode)

Pick a movie, any movie, any movie w/ greater than 2000 bit, can be 1080p or 4k. Player fails to play because the server doesn’t have the hardware resources to transcode. Mind you, transcoding is disabled on the remote PMS to force direct stream since upload bandwidth is 1GB.

Local Side 2:
Plex for Windows (player)
4k TV
Remote play settings all set to max (don’t transcode)

Try and play any movie w/ greater than 2000 bit as above and it fails. Try and download a movie locally to play later and it fails. Debug logs show the error, unable to play or download because the bitrate is 2000 < 7999.

Why would this throw that event? It is all running at 4k so what is limiting me to 2k streaming? When it first threw this error we went in and made the necessary changes on the PMS,

Disable transcoding
Remove upload limits (was at 720p)
Add my IP as local LAN

Am I missing something or this how it is supposed to function? We don’t want to transcode because it cripples the server and the upload speed is 1GB. Any advice or direction would be appreciated.

Disabling transcoding does not force direct play / direct stream.

Disabling transcoding means Plex will refuse to stream the video if transcoding is required to do so.

Monitor playback via Plex Dashboard → Now Playing.

Is the connection shown as Indirect? If so, you are connecting via Plex Relay, which means your remote access is not working correctly. Plex Relay connections are tunneled through servers at Plex and are limited to 2 Mbps.
