Plex is not reachable!

I just installed Plex after reading that we don’t need an internet connect for it to work blah blah blah and after installing the webpage displays “Plex is not reachable”. I have read through the countless other posts on here that cover the same issue but I can’t make heads or tails of anything. They people who reply seem to expect we all work in IT or something. I just want to fix it but I can’t understand what on earth they are talking about. Can anyone help me fix this issue in plain English please?

This is false information.
Plex needs an internet connection, especially for the Plex Pass functions. But also for regular operation.

Here is my solution maybe some will get benefit out of it

1- Close Plex from Task manager (exit plex completely)

2- Deleted System.bundle
location “C:\Users\xxxx\AppData\Local\Plex Media Server\Plug-ins”
(Replace xxx with your user or just navigate from C drive)

3- Deleted Framework.bundle
location “C:\Program Files (x86)\Plex\Plex Media Server\Resources\Plug-ins-9f65b88ae”
(you might only have Program files without 86, please make sure, but still its easy to find file)

4- Run the browser at http://localhost:32400/web/index.html and Wait for around 5-10 minutes maybe.
(you will see the page turn white then light blue, random things)

5- Re-install Plex from https://www.plex.tv/downloads/

6- Delete WebClient.bundle
location “C:\Program Files (x86)\Plex\Plex Media Server\Resources\Plug-ins-9f65b88ae”
(because If you dont delete you might get error “Server settings are unavailable” if you go to setting)

6- Wait for another 5-10 minutes

7- Run Plex again and login

This solution is no longer useful.
What might have helped you actually, was to restart and/or to reinstall Plex Server.
