Plex Live hammer's NAS CPU and is unusable, native or docker

So I have tried Plex Media Server in a couple NAS devices configured as the native NAS application as well as in a docker container and it seems no matter what I do, when I try to play PlexLive the CPU peaks @ 100% utilization and the stream just constantly buffers. Like only 2-3 seconds of video then about 30-45 seconds of buffering.

Strangely, the HD tuner app (TV, mobile device, etc…) does not have this problem.
