Please describe your environment. There is a known problem that affects remote access. Docker situations are often viewed as remote access by PlexConnect.

Morning. Plex Software and plex connect running on a Windows 10 Pro (build 19043). The firewall is completely disabled and Plex server is running and accesable from other PC’s in the network. The machine has a static IP and the Apple 3 all refer to that PC for DNS. All the other Apple features work. However when accessing the "Fixed Preview it picks up plex connect but no libraries or Plex server available. You can see the call made in the plex connect command prompt window.

Python 2.7.8 is too old. Pls use python 2.7.18 instead. Fell free to use the 64-bit version if your PC supports it.
