Plex Media Server crashes anytime a video in the library is played

I recently migrated my plex server between systems using the instructions here: https://support.plex.tv/articles/201370363-move-an-install-to-another-system/

I followed them to the best of my ability.

The old system running Plex server was a dell 3rd gen i5 running Windows 10 x64 pro. The new system is a i7-6700 running Windows 10 x64 pro.

To my knowledge, the migration seems to have gone well. My libraries are there and the posters, sort order, user view times are all there and available.

However, if I play a file in the web app on the system, it will just hang and the Plex icon in the notification area will disappear once moused over.

If I restart the entire system, I may be able to play multiple episodes of the same library item, but the next file from a different library item that is opened will result in the same hang.

If I can get into the dashboard, eventually it will just throw an error that says that the Plex server is currently unavailable.

I also tried accessing videos with my phone as well and was able to cause the same system hang/crash.

Interestingly, though the Plex icon in the notification area is gone, I may still be able to navigate around in the account settings and Plex Web settings.

Reopening Plex Media Server will allow me to log back in with my PIN and navigate the libraries and settings (most of the time).

Additionally, if I turn this system off and move the drives for the libraries back to the old system, it doesn’t seem to have any issues.

I have tried redoing the entire migration twice at this point.

Apologies on the log file. It was originally set to verbose and then I saw a million warnings about how I screwed up. I turned off verbose and then reproduced the issue and downloaded a new log zip.

Well, I guess it would have been nice to get some information here, but perhaps it’s particularly busy currently.

As an update, this issue stems to stem from BGInfo (https://docs.microsoft.com/en-us/sysinternals/downloads/bginfo) and tiny Microsoft app that displays some of the current system information as an overlay to your wall paper.

I’m not sure if the issue is caused by BGInfo, or by BGInfo running and then RDPing into the server. Either way, if BGInfo is not installed, the server seems to run fine.
