It really depends on what kind of usage you are expecting and planning for…
Are you going to have multiple simultaneous HDR > SDR transcodes? 4K to 1080 or 1080 > 1080, etc
That computer has a Tiger Lake GPU, so it will be compatible, but so would a much cheaper N100. The difference is going to be the CPU power for butler tasks and the total amount of different type of streams you can transcode at once.
There are a lot of variables here to consider. Look up any CPU that you are considering on a website like this and click on the GPU link to see if it is generationally compatible with the list provided in the OP.
If you want specific advice for what to buy based on your various criteria, I suggest creating a new topic in the appropriate place here giving as many specifics as you can to help people, help you. Or go to the Plex subreddit or discord and seek advice there.
That would make a very nice Plex server.
As @littlesudo mentions, there are many options at many price points. Open up a thread in the hardware section with additional details on how you intend to use the system - number of users, do you need to transcode 4K, etc.
4 to 5 transcodes and yes transcoding 4k hdr
