While you’re waiting, can you try something. There is a change in 1.27.0 that includes a migration to the database that may take some time. If you interrupt this process, it can cause the database to get stuck and not load.
Can you try upgrading to 1.27.0 again, and let it sit for 10-20 minutes to see if this migration finishes?
If you are already on 1.27.0, roll-back first to 1.26.0. You’ll need to let it sit for a bit for it to undo any partial changes 1.27.0 tried to make. Then update to 1.2.70 and let it sit again.
You can check the PMS log to see when it’s done and ready. This is for both rolling back or upgrading. If you see something like this as the last line, it is still working, so wait and let it finish.

Once you see other log lines, it should be ready to go.
Edit - If you have the old server logs from a previous attempt, you can check those to see if it was stuck on the line I mentioned above. If so, your database is likely fine, just roll-back to 1.26.0 to undo the partial changes, and upgrade to 1.27.0 again and just make sure to wait.
Edit 2 - That line will only appear if you have debug logging enabled. If you don’t have that, you’ll need to enable that through the advanced settings. https://support.plex.tv/articles/201105343-advanced-hidden-server-settings/. You’ll want to change/add this setting before the rollback/update.
