Plex Media Server Stuttering on Playback

I’m running a homebrew server for UNRAID.

It appears I’m getting the error message “The server is not powerful enough to transcode this” message. Which is utterly ridiculous. It’s playing 1977’s “the Many Adventures of Winnie the Pooh” .mkv HEVC (h.265)

It’s not large. The buffer size is set to 14400 seconds or 240 minutes. I’m using 14% of the system RAM and 240MB of the 8GB of GPU RAM.

There has got to be a reason for this.
It consists of the following Hardware Specs:
AMD Ryzen 9 3900x
2x 32GB Crucial DDR4-2666MHz RAM
7x 18TB Enterprise Hard Drives (media location)
1x Mellanox Connectx-4 NIC (10Gb)
500GB WD BLACK NVMe Gen4 SSD (docker Image file location)
3x Sandisk Ultra 3D NAND 512GB in a raid1c3 (Plex Database location)
Edit* Nvidia 3060 Ti LHR (for server side hw transcodes.)

I’m transcoding to RAM. There is no reason I can think of to have issues with stuttering on play back, but it’s BAD.

Client is a 2021 Apple TV 4k.

What type of files are stuttering? 4k or 1080p? Also is your apple tv connected to the network wirelessly?

1080p - Pawpatrol, so it could be as low as 720p.

Everything in my house is hardwired except for IoT and Mobile devices.

I run Ubiquiti gear throughout with MoCA for the room to room connections.

Each MoCA adapter is directly inline, with no splitters between.

I’ve optimized the crap out of my house, my network and my server, at no minor expense, only to get the message “The Server Is Not Powerful Enough for Smooth Playback Of This Video.”

I forgot to mention, I’m running an Nvidia 3060 for my server side HW transcodes.

I have log bundles, but I simply don’t see how this is a Layer 1 issue anywhere in the line.
